Abstract

Monitoring and evaluation of smart city projects has not yet been systematically studied. This is also true for foreign cities, which in recent years have started to evaluate their experiences with Smart Cities projects. The aim of this paper is to find out how monitoring and evaluation of smart projects is conceptually approached in three selected cities (Dresden, Munich and Vienna) and what experiences these cities have in measuring the effects and impacts of these projects. The results of the research show that approaches to monitoring and evaluation are significantly determined by EU subsidy policy. The expert interviews show that the specification of indicators and measurement methods (top-down) is often a problem for cities because the individual framework conditions and needs of cities are not sufficiently taken into account. Moreover, project representatives consider qualitative indicators more appropriate than quantitative ones as they can better capture the local context.
